There are many many claims pending at the VA for Navy veteran's who have the presumptive conditions (prostate cancer, lung cancer, diabetes, etc) of Agent Orange exposure. The VA has to follow the regulations that congress creates. Until congress changes the regulations and concedes Agent Orange exposure for those exposed in the waters-offshore, the claims will continue to be denied. As of now, the only way one will be granted a presumptive condition is if they prove the stepped foot on land in Vietnam or in Korea in the DMZ. The key is to get as many navy veterans to file claims so that congress can get an idea how many navy vets have the presumptive Agent Orange disabilities. When you get denied, appeal. Hopefully someday congress will extend the presumptive disabilities to those in the waters offshore of Vietnam.
