That's what you have to do to get their attention. I'm doing the same thing right now to appeal their decision for my coronary artery disease related to diabetes and agent orange. Sometimes it's incompetency rather than them trying to screw you. I'm going to keep after them until I'm sure they understand my appeal. Good luck.
